Joseph Bruce, Acting Vice President, Human Resources

Joseph Bruce was named acting vice president, Human Resources, in September 2024. He reports to the Deputy Postmaster General and chief human resources officer.

In this role, Bruce oversees all aspects of the employee lifecycle, from hiring to retirement. Bruce and his team are dedicated to improving the employee experience, ensuring a safe workplace and equipping and empowering employees to do their best.

Human Resources supports all aspects of complement management, including Safety and Health, Diversity and Talent at the field level, Injury Compensation and Hiring and Selection Policies. Bruce and his team also manage one of the largest Human Resources Shared Services and Human Capital Enterprise Systems in the country.

In Bruce’s role as senior director, National Human Resources, he was responsible for the hiring and selection policy for the Postal Service; the Human Resources Shared Service Center in Greensboro, North Carolina; and managing Human Resources activities for all employees of Headquarters and Headquarters-related facilities.

Bruce began his career with the Postal Service as a paralegal specialist in 1996. Since then, he has held numerous positions in Human Resources, including manager, Corporate Personnel Management; manger, National Diversity Initiatives; manger, Equal Employment Opportunity Field Operations; and manager, Equal Employment Opportunity Compliance and Appeals.

Bruce received a bachelor’s degree from Villanova University and a certificate in Human Resource Management from Robert Morris University. He is a graduate of the Advanced Leadership Program, Executive Leadership Program and the Senior Executive Assessment and Development Center.
