Acting Postmaster General and Chief Executive Officer, and Chief Human Resources Officer
Doug Tulino was appointed Acting Postmaster General and Chief Executive Officer on March 24, 2025. Tulino has served as Deputy Postmaster General since May 2021. He continues to serve as chief human resources officer (CHRO), a role he assumed in November 2020. He also serves on the Postal Service Board of Governors and currently is on the board’s Operations Committee.
Tulino is leading one of the largest transformations in the United States, implementing strategies of the 10-year Delivering for America plan. Nearly every operation and function of the Postal Service is being improved, ensuring the organization can continue to fulfill its public service mission with financial strength well into the future. Drawing on his CHRO background, he ensures the organization’s culture, talent, labor relations and leadership development are all contributing to the successful implementation of Delivering for America, which is designed to make the Postal Service a great place to work for all employees.
As CHRO, he oversees all aspects of Human Resources (HR) for the 640,000-member workforce. He is responsible for Labor Relations, HR Management, Organizational Development, Compensation and Benefits, Learning and Development, Recruiting and Hiring, and HR Technology.
During more than 15 years as vice president, Labor Relations, Tulino oversaw contract negotiations, collective bargaining, grievance and arbitration administration, consultation with management associations, compensation and benefits for EAS employees, and maintaining organizational compliance with employment-related statutes and regulations. He worked closely with union and management association leadership during difficult times to achieve positive solutions and mutual successes.
After starting his Postal Service career as a management associate in 1980 in Chicago, Tulino rose through the ranks of Labor Relations. He has more than 44 years of Postal Service experience, with 19 years in positions in HR, operations, and labor relations at every level of the organization.
Tulino holds a bachelor’s degree in business administration and industrial relations from Kent State University in Ohio. He was recognized with vice president awards in 2001, 2002, 2003 and 2004, the Board of Governors award in 2007, and Postmaster General awards in 2014 and 2016.
